Watch it
It is not your phone.
I am on last year's 17 Pro, and from what I can tell this year's models are stuck in the same spot. It is not a hardware thing. Apple just did not really tell anyone where the sign-up lives.
What is actually happening
Shipped is not the same as switched on.
Apple is letting people in a batch at a time, so the feature can be on your phone and still be unavailable to you.
What people assume
What actually happens
Three steps
Get yourself in the queue.
Open Settings, then Siri
Go to the Settings app and tap Siri. Everything for this lives on that screen, not in the Camera app.
Tap the Siri AI button
There is a button at the top of that screen for Siri AI. Mine already says I have joined the waitlist.
Wait for Apple to notify you
Tapping it does not switch Siri AI on. It puts you in a queue, and Apple notifies you when your turn comes up.
If you cannot see the button
Two things hide it.
From what I can tell, your language has to be English (US) — not UK, not Canada — and Apple Intelligence has to already be turned on. If either one is off, the Siri AI sign-in button simply does not appear.
Fix those two, go back to Settings, then Siri, and look at the top of the screen again.
Quick checklist

Apple Intelligence has to already be turned on
The button lives in Settings, not in the Camera app
Joining only adds you to the queue, it does not unlock the feature
